STORY: A serial killer was stalking the streets of The City; leaving gruesome scenes behind that showed off his handiwork. He bound his victims' wrists and ankles, suspended them from the ceiling face down, and proceeded to cut into them in vicious ways. The man was simply known as the Cutter, because he left no other name he wished to be known as. The only reason they could tell he had committed multiple killings were the meticulous bindings on the victims and the fact that he always took a right ear away as a souvenir. A cloud of fear was descending on the general populace as the police were taking longer and longer to catch the man. Some began to question how useful they were. Then the killer was almost busted.
Detective Frank Garza spotted the man in his mask when he stumbled upon a crime scene, where the killer was in the progress of dispatching his latest female prey. Garza thought he shot the man in the shoulder as he fled, but the woman, a streetwalker, had been cut up too badly. She died on the way to the hospital from blood loss. They finally had a real name for the killer based upon Garza's report; The White Tiger. That was the type of mask he had worn.
A few days later Frank's wife disappeared with a note left at his home.

He raved like a madman, torn with grief and despair, just waiting for a call or a note. He expected to get body parts in the mail. Days later when it seemed like nothing worse could happen, a worldwide epidemic broke out. A rabies-like pathogen had come to infect many people. The city, country, and globe were in chaos, as the infected became raving lunatics, bent on killing everyone in their path uninfected. Frank was where he belonged, at the police headquarters that had still not been overrun but the place was almost empty regardless. The situation was deteriorating more and more as the police force once had control of the city and slowly it slipped, as they lost contact with most of the men out in the streets. They were either dead or the communications had just been shut off.
Robert Drysdale, the police chief, had just blown the contents of his brain against the wall behind his desk. Detective Garza was about to leave to get into a cruiser with his colleagues when he received a phone call. "9042 South Whirlwind Drive Frankie, come get it while it's still squirming. Mmmm. The kill is tempting; you better hurry. Luckily for you I'm not infected, hey? If I had been, you'd never find your wife. I can see how you might have trouble getting out here, so I'll do my best to wait. I have a few other victims to hold me up." The voice on the other side of the phone, deep and void of emotion, laughed softly. Frank heard a scream that he knew could only be his wife.
It was out in the countryside; Frank was good with directions. A thunderous storm on the way and city full of raving lunatics would not keep him from Valerie. In his time of desperation he turned to his friends for help, and they answered the call.
Rhine ... FBI Agent Neil Wainright
-Formerly an Internal Affairs officer in the same jurisdiction as the other men, Neil is not well liked by most of his former colleagues due to his old job, but he might be given a little respect for what he is. Wainwright, single with no family, has had tension with most of the force during his time he has served, maybe none more so than with Sgt. White, but they both find themselves together when the world has gone to shit. He was an excellent IA officer and helped to police the police and was assigned to the task force aimed at solving the serial murders.
Rose ... Sergeant (of Violent Crimes) Jerry White
-White is a man who knows how to get things he wants, sometimes with brutal force. He
has had questionable tactics during his career as he progressed to the rank of Sergeant. The one thing he has never failed in was delivering results. With
his family brutally murdered at the hands of the infected, Jerry has dedicated himself in saving Garza's wife. Even though there is no standing police
force anymore he still considers himself Garza and Johnson's supervisor.
Ash ... Detective (Violent Crimes) Frank Garza
-Detective Frank Garza of Violent Crimes is the poster boy for the police
force. He looks and is professional, has a charming wife, and a great future. His plans are to make the jump to
some form of federal law enforcement eventually, something his old partner gives him shit about since he is just content to be on the police force. Before the
outbreak he had his first disciplinary reprimand as he beat a possible White Tiger killer witness in anger. Some questioned whether or not Garza was losing
Grant ... Detective (Violent Crimes) Kipp Johnson-Kipp and Frank used to be partners, until Garza was promoted to uniform. Police being the close-knit group that they are, they still shot the shit all the time at their local spots. After a year Johnson was promoted as well, into the same division, and the first case he received was the Cutter aka the White Tiger. He and Garza were both part of the squad on the case that lead to Frank stumbling upon the crime scene. Most of his family does not speak English and still resides in their native country of Japan.
